The circular has been issued for the employees of government institutions to take leave without salary to leave for foreign jobs.
According to this circular, it is mandatory for government employees who go abroad for work to send a certain amount of foreign exchange to Sri Lanka every month.
It is determined by the seniority of each government official.
The relevant leave will be considered only if there is a system of employing another employee on an internal basis to cover the work of the post or to supervise the work while the concerned employee is temporarily out of service.
No new recruitment will be done for that.
