Mr. Amila Bandara, General Secretary of the State Provincial Public Management Service Officers Association, says on behalf of the Management Service Officers Union that it is wrong for the authorities not to implement the solutions approved by the Cabinet 2 years ago to the management service unions.
He points out that although these problems have been presented to Prime Minister Dinesh Gunawardena, who is the minister in charge, for two years, no attention has been paid to them.
The association is asking that some demands are 10 years old and why the authorities are sending them from place to place without taking any possible measures.
Mr. Amila Bandara, Chief Secretary, giving further comments on this.
“There are many problems in the management service that have been going on for years. So far, the attention of the authorities has not been focused on solving those problems. Due to this situation, all management service officers are dissatisfied. By reporting sick leave on July 8-9, we asked the authorities to solve these problems. For years these are just being forwareded from institution to institution. No answers, no solutions. Even though our problems have been presented to the Prime Minister, who is the relevant minister, no attention has been paid to them. Even the competitive examination system for promotion based on exceptional performance, which was approved by the cabinet two years ago, has not yet been given. Three years have passed since the recommendations regarding the MN3 pay scale have not been implemented.
It has been more than 10 years since the request to restore the executive status of the administrative officers. It is wrong to accuse the trade unions, instead of drawing the attention of the authorities to these demands for years. We ask why the things that can be done are not done for years. Urgent solutions are requested for these problems in the management service.
As per the instructions of the Prime Minister, a discussion was given on July 09 regarding these professional issues as per a call made by the Prime Minister’s Trade Union Director Mr. Thushara Dissanayake.
The association has submitted reports regarding the justification of all the recommendations and demands regarding the professional problems faced by us as management service officers for a long time.
At the end of the discussion, it was declared that the delay in solving the demands related to the MN 3 salary scale and the recommendations given to provide the promotion examination system and the discussion notes with the State Administration Secretary was an administrative error and the demands, as well as the strike decision, were justified.
Accordingly, the Prime Minister’s Director of Trade Unions has said that it is expected to be able to fulfill those demands before July 17.
